P.E.S.C.A.R.E. INSIEME (Pesca Esempi Sapere Cooperative Azioni Regole Europa) is a project path of UE.COOP Liguria, supported by the Regional Law of Liguria n. 19 of 7 December 2010 “Interventions for the promotion and development of Cooperation”. Launched in July 2022, with the main purpose of stimulating the production system of fisheries and aquaculture in Liguria through the knowledge, sharing and application of good practices. The objective was to activate organizational, planning and consolidation processes aimed at making more efficient the potential production (in terms of organization and enhancement) of cooperative enterprises operating in the Ligurian navy. A process of renewal of the operating model that, through a comparison with fishing operators of French navies, has made it possible to make in-depth analyses on management, investments, operating methods and completion of the supply chain.
During the entire process, the Ligurian cooperatives engaged in the aquaculture and fishing sector have found opportunities for real and concrete comparison for growth and development, through the focus of innovation processes that often remain unexpressed. But today, also in light of the country’s economic framework, they clearly indicate how innovation, implementation and multi-stakeholder dialogue are essential elements for the survival of the sector.
Below are the main topics discussed during the meetings:
– Restrictive European regulations: activate management plans.
– Generational change: how to activate fishing school.
– Tuna fishing: how to implement synergies between Italy and France? How to implement French good practices?
– Fishing tourism and ittitourism: how to implement Italian good practices in France?
The actions carried out have identified in the relationship with the navy of the Department for Maritime Fisheries and Marine Agriculture of the Maritime Alps – Antibes, Provence-Alpes-Côte d’Azur the way to generate a “network of value”, both for the activity of each cooperative involved and for the socio-economic system operating in the territories concerned, through an approach based on collaboration and sharing of knowledge and best practices.
The program also involved other cooperatives associated with UECOOP Liguria operating in the fields of tourism, social and distribution as important actors for an exchange of experiences and for the creation of collaborative models with a view to promoting “organic” enhancement of the Ligurian territory.
On Wednesday 16 November, the final event was held online to present the activities carried out during the project. It was also an opportunity for the presentation and signing of a cooperation agreement between UE.COOP Liguria and the Department for Maritime Fisheries and Marine Agriculture of the Maritime Alps – Antibes, Provence-Alpes-Côte d’Azur which will continue the activities resulting from a common address between the signatories.
The event was attended by Denis Genovese, Celine Casamata, Louc Roux, Julien Cepero and Pierre Mottà for the Department for Maritime Fisheries and Marine Agriculture of the Maritime Alps – Antibes, Provence-Alpes-Côte d’Azur while for UE.COOP Liguria Lara Ravera (Representative of the Regional Section), Daniela Borriello (Regional Coordinator) and, for the occasion, the National President of UE.COOP Gherardo Colombo.

To facilitate the deepening of the main topics discussed and shared during the project, we have created three thematic collections containing the main italian regulations currently in force. A useful operational support for cooperatives operating in the fishing industry in Liguria and a rapid knowledge tool for e French ones in the sector.
